I never saw those two before, but I picked up a number of Just Kidz sets about 2006 or so. I still have the "140pc construction police playset" in the box, retailed @ $5.00. Larger sets went for $10 or $15, if memory serves. They had the stander police/fire/medical along with military. I recall them to be released around Christmas, and I distinctly remember seeing them on the first aisle of the "Just Kids" section showcased for the holidays.
These two sets appear to have been later, based on the slicker box graphics. Also some shamelessly direct copies of LEGO elements that I would have presumed to be under patent.
Although there's no manufacturer listed on the packaging, the back of the box says "Made in China for KMart Corporation."
The plastic is fairly standard third-tier quality, but clutch power is pretty shoddy and inconsistent. Two bricks will fit together nicely, while two identical bricks will be very loose. I also found some bricks hard to connect, requiring a lot more force than kids' hands can comfortably exert.
The underside of the plates has square "dimpling" beneath the studs, rather than the small round indentation of MEGA or LEGO. Also, the sloped surface of the inverse slope elements is "vented" rather than solid.

I swear these are from the Gudi Earth Border series but I can't find any pics from it. I was gonna buy this set on Aliexpress a few years ago but money was tight.

I have both of those sets and the best I could figure out is they're Gudi. My copies are great sets.

From these comments I infer that the Gudi iteration of the Just Kidz line is of a better quality than what I purchased.

I heard Gudi had some pretty bad bricks back in the day around 2015/2016. Only in the last couple of years have they improved their overall clutch and color consistency. The only Gudi set I have is this one from 2019 and I have yet to build it.

Finally found a collage image of some of the Gudi Earth Border War sets that were released back in 2015, it includes the Truck & Mech set in the image. Man, now I remember all the cool sets I didn't get my hands on back in the days. I kinda like it when Chinese brick makers make their own intellectual properties and don't just copy everyone else. That mech in the middle of the pic was always the coolest, the quad legged one.
